Agulhas was invited by the Commonwealth Secretariat to assist them in developing and writing their Strategic Plan for 2008-2012.
Agulhas led a consultation process the Secretariat staff and drafted the Plan and supporting Programme Statements. The work involved a rationalisation and refocussing of the Secretariat’s activities, playing to the Secretariat’s comparative advantage as an international organisation respected for its experience and neutrality, particularly in the areas of governance and democracy.
